Before you can apply to the building renovation programme, you need to set up an owners' association (сдружение на собствениците). Here is what you should know:
An owners' association can be set up for one or several entrances. It requires a majority of at least 67% of the common ownership shares in the condominium.
The meeting adopts the resolution to found the association, sets its name (including the full address), adopts the agreement and elects a management board and a controller.
You submit the list of owners, the minutes, the agreement and notarised signatures. The municipality enters the association in its register within 14 days and issues a certificate.
Within 7 days of receiving the certificate, the chairperson files the BULSTAT application. The fee is around EUR 7–10.
A new general meeting of the association is held, which takes the formal decision to submit documents to the specific programme — again with a 67% majority.
